Cook the macaroni according to package directions, drain and set aside.
In a small bowl mix together flour, garlic powder, and salt.
Whisk in the flour and cook for about 1 minutes until the mixture is just slightly brown.
Add in the milk and whisk until smooth.
Add in the sour cream and whisk until smooth.
Continue to cook on medium heat and thickened, stirring constantly. Be careful to not let it boil. Reduce the heat to low and stir in cheese. Stir until the cheese is completely melted and the mixture in smooth and creamy. Add in the cooked macaroni and stir until the macaroni is completely covered in the cheese sauce.
